However, marginalised village communities often remain peripheral beneficiaries of tourism growth. This paper examines an innovative model of budgeted tour operations facilitated by Kerala’s cooperative tourism sector in collaboration with banking cooperative societies, aimed at enhancing accessibility, inclusivity, and community empowerment.</p> <p>Adopting a multidisciplinary approach integrating economics, sociology, and sustainable development, the study investigates the operational mechanisms, financial arrangements, and socio-economic impacts of cooperative-based tourism. Drawing on literature, policy frameworks, and empirical case studies, the research explores how tourism and banking cooperatives collaborate to democratise tourism benefits and foster local development.</p> <p>Findings indicate that cooperative budgeted tourism can enhance economic inclusion, social capital, and sustainable livelihoods among village communities, while challenges persist regarding scalability, resource management, and institutional coordination. In this direction, it is important that they should have equal employment opportunities and they should welcome Divyang persons. Also, like other persons, I studied 50 HR leaders in Rajasthan to understand their perspective about the employment of Divyang persons. Based on structured interviews and discussions, it was found that there is still a lack of a policy framework and required support for the Divyang persons. It was observed that most of the organisations are not very keen on moving forward with the employment of Divyang persons. Based on an introduction, it was realised that the lead should come from the government, and the government should come forward for the establishment of skill development and skill validation centres for Divyang persons so they can get very high-level skills training and internships so that they are capable of handling required work. The state’s tourism sector is distinguished not only by its natural allure but also by its innovative approaches to community participation and sustainable development. Among these, the co-operative model has emerged as a significant force in organising, managing, and promoting tourism and allied activities, including hospitality services.<br>In recent years, the opening of beer and wine parlours through co-operative tourism societies, supported by co-operative banks, has garnered attention as a novel approach to hospitality and local economic development in Kerala. This model, positioned within the broader context of Kerala’s socio-economic and environmental dynamics, presents unique opportunities and challenges, especially in light of the state’s recurring extreme weather events and the evolving expectations of domestic and international tourists. The integration of hospitality, local entrepreneurship, and co-operative finance offers a framework for inclusive growth, yet it also necessitates critical examination regarding its sustainability, resilience to climatic variability, and alignment with global hospitality trends.<br>This research paper aims to provide a comprehensive analysis of the opening and operation of beer and wine parlours through co-operative tourism societies in Kerala, supported by the co-operative banking sector.
